Council approves golf course community

Plans to develop a golf course community on nearly 600 acres were unanimously approved by the Henderson Planning Commission at its June 11 meeting.
The Palm City development, generally located northwest of Lake Mead Drive and Olsen Street, would include a gated community with single-family homes, attached housing, apartments, condominiums, commercial development, public parks, trails, a public golf course and a potential elementary school site.
The proposed community would consist of a maximum of 2,277 dwelling units on 598.6 acres. About 48 percent of the land, 284 acres, would be dedicated to 1,500 single-family homes ranging from 4,000-square-foot lots to lots in excess of 6,000 square feet. More than 14 acres would be developed for 142 medium-density residential dwellings, while 45 acres would be utilized for 635 high-density residential housing.
The remaining 255 acres, nearly 43 percent of the area, would be zoned for public and semipublic uses. A proposed golf course would affect 164 acres of the land, 10 acres are for the elementary school site, 18 acres are for a private park and 10 acres are for a public park. The remaining acreage is part of a land swap with the city.
The plan also allows for an additional 21,000 linear feet of trails and bike lanes. Based upon the total of 2,277 dwelling units, an average of 2.6 persons per dwelling unit, the applicant is required to provide 31.7 acres of park land.
The land for the project, located in the Calico Ridge planning area, is currently owned by applicant Palm City L.L.C., the city of Henderson and Basic Management Inc. Development of the city-owned land, about 73 acres, is part of a proposed land swap which would give the city an undisclosed piece of property adjacent to the Sunset landfill, located at the end of Sunset Road past Boulder Highway, which may be used in the future for the development of a municipal golf course in Henderson.
The project was originally approved by the City Council in August 1995 for an age-restricted community with a golf course and about 2,600 dwelling units. However, the applicant re-evaluated the development of the property and removed the age-restricted aspect of the application.
About 400 acres of the site have previously been mined for rock, which has left a portion of the site at or below the natural ground water level. The site is also bisected by an existing flood control channel, an overhead 69-kv power line and a water transmission line. Other impacts on the site include the future Sunset Road alignment and a 100-foot right-of-way that forms the south and east property lines.
In other business, the Planning Commission:
Approved a request to vacate a portion of public right-of-way dedicated to the city of Henderson for Trail Canyon Road between Bailey Island Drive and Marks Street.
Approved an extension of time to July 6, 1999 for a reclassification request from single-family residential and urban reserve districts to a medium-density residential district on 25 acres, located northeast of Horizon Ridge Parkway and Bluff Street.
Approved a review of a residential subdivision for a three-plex apartment project on .17 acres at 1830 Moser Drive.
Approved a review of a reclassification request from a single-family residential district to a community commercial district on 10 acres, a review of a commercial subdivision consisting of 75,000 square feet and a request to allow gasoline sales, while a request to allow a tavern and lounge was withdrawn from the application, generally located at the southwest corner of Stephanie Street and Horizon Ridge Parkway.
Approved a request to amend the Land Use Policy Plan from low-density residential to neighborhood commercial, a review of a reclassification request from a single-family residential with gaming enterprise overlay district to a neighborhood commercial with gaming enterprise overlay district, a review of a commercial subdivision and a request for gasoline sales with convenience store on 3.3 acres at 2799 Horizon Ridge Parkway.
Approved a request to amend the Land Use Policy Plan from low-density residential to medium-density residential and a review of a proposed multi-family residential development consisting of 400 units on 45.4 acres at 550 W. Horizon Ridge Parkway.
Approved a review of a commercial subdivision and a request for a use permit for gasoline sales on 2.8 acres at 2599 W. Horizon Ridge Parkway.
Approved a request to reduce the front yard setback from the required 20 feet to 18 feet at 276 Delta Water St.
Approved a review of a reclassification request from an Urban Reserve district to a single-family residential district on 25.8 acres, generally located on the south side of the Union Pacific Railroad and north of Viewmont Drive.
Approved a review of a reclassification request from an Urban Reserve district to a multi-family residential district on 13.7 acres, generally located at the southwest corner of Wigwam Parkway and Goldhill Road.
Approved a review of a residential subdivision consisting of 74 lots on 16.9 acres with a density of 4.4 dwelling units per acre, generally located west of Anthem Parkway.
Approved a request for a 600-square-foot accessory living quarters at 204 Parawan St.
Approved a review of a proposed amended residential subdivision consisting of 92 lots on 19.2 acres to waive the sidewalk requirement for two streets within the Armagosa easement, generally located southeast of Carnegie Street.
Approved a review of a residential subdivision consisting of 98 lots on 23.4 acres, with a density of 4.2 dwelling units per acre, generally located south of Seven Hills Drive between Dancing Eagle Way and Southern Wind Avenue.
Approved a review of a residential subdivision consisting of 112 lots on 28.8 acres, with a density of 3.9 dwelling units per acre, generally located south of Seven Hills Drive between Dancing Eagle Way and Southern Wind Avenue.
Approved a review of a residential subdivision consisting of 140 lots on 45.6 acres, with a density of three dwelling units per acre, generally located south of Seven Hills Drive between Dancing Eagle Way and Southern Wind Avenue.
All approved or appealed items will be forwarded to the City Council meeting on July 7 at 7 p.m.
