County puts hold on movie production business

      The Clark County Commission during its June 2 meeting held an appeal variance to permit a video conferencing and a motion picture production business within an existing office building on 5.2 acres in a limited resort and apartment zone where not permitted on the north side of Desert Inn Road, west of Burnham Street. The applicant, Robert J. Elwart, will work on the item with the district attorney .
      In other business, the Clark County Commission:
      Approved vacate and abandon easements of interest to Clark County located between Frias Avenue and Rush Avenue and between Bermuda Road and Bates Street and public rights-of-way being a portion of Frias Avenue located between Bermuda Road and Bates Street and a portion of Bates Street between Frias Avenue and Rush Avenue on 3.9 acres in a multiple family zone.
      Approved vacate and abandon easements of interest to Clark County located between Tenaya Way and Belcastro Street and between Oquendo Road and Patrick Lane in a single-family residential zone.
      Held until its June 16 meeting a waiver of condition of a zone change requiring a reciprocal parking agreement on 1 acre in a office and professional zone on the west side of Jones Boulevard, north of Viking Road.
      Approved an appeal variance to reduce parking stall width, waive paved parking and reduce parking on 3.8 acres in a general highway frontage zone on the west side of Boulder Highway, north of Karen Avenue.
      Approved a vacate and abandon public right-of-way being a portion of Topaz Street between Twain Avenue and Bridgepointe Drive in a single-family residential zone.
      Approved a zone change to reclassify 2.5 acres from a rural estates residential zone to a light manufacturing zone for an office and warehouse complex, south of Robindale Road and on the west side of Westwind Road.
      Approved a zone change to reclassify 0.4 of an acre from a rural estates residential zone to local business zone for a freestanding off-premises advertising sign and landscaping business on the southeast corner of U.S. Interstate-15 and Neal Avenue. The commission also approved variances to reduce separation and setbacks and permit outdoor display of landscaping.
      Approved a zone change to reclassify 3.6 acres from a single-family residential zone and a limited resort and apartment zone to a general commercial zone for a 34,500-square-foot shopping center on the north side of Flamingo Road between Palo Verde Street and Swenson Street.
      Approved a zone change to reclassify 5 acres from a rural estates residential zone to a general commercial zone for a mini-warehouse facility, car wash and retail pad sites on the south side of Flamingo Road, east of Fort Apache Road. The commission also approved a use permit for a mini-warehouse facility with a manager's apartment and a self-serve car wash as well as variances to permit recreational vehicle storage where not allowed and increase the height of a block wall.
      At its June 1 meeting, the Clark County Planning Commission:
      Approved variances for an extension of time to review the allowance of auto parts wholesale and auto repair in conjunction with a use permit for a service station on 2.3 acres in a general highway frontage zone on the east side of Boulder Highway, south of Desert Inn Road and on the south side of Desert Inn Road, east of Boulder Highway.
      Held until its June 15 meeting variances to allow temporary modular offices where permanent structures are required and to waive on-site paving requirements and waive landscaping requirements in conjunction with an existing school on a portion of 6.9 acres in a public facility zone on the southeast corner of Tropicana Avenue and Swenson Street.
      Approved a variance to reduce setbacks in conjunction with a child-care center on 1.1 acres in a rural estates residential zone on the north side of Wigwam Avenue, west of Eastern Avenue.
      Approved, subject to a six-month review, a variance to permit a temporary modular office building in conjunction with a commercial storage mini-warehouse complex on 3.8 acres in a general commercial zone on the south side of Sunset Road, east of Sandhill Road.
      Approved a variance to reduce setbacks in conjunction with a single-family residence on 0.2 of an acre in a single-family residential zone on the west side of Bermuda Road, south of Pebble Road.
      Recommended to approve holdover vacate and abandon easements of interest to Clark County located between Russell Road and Patrick Lane, between Boulder Highway and Steptoe Street and public right-of-way being Scottsdale Drive between Russell Road and Patrick Lane in a medium density, multiple-family and general commercial zone.
      Recommended to approve vacate and abandon easements of interest to Clark County located between McLeod Drive and Stevenson Way, between Post Road and Patrick Lane and public rights-of-way being a portion of McLeod Drive between Post Road and Patrick Lane in a rural estates residential zone.
      Held until its June 15 meeting a holdover variance to increase perimeter wall height in conjunction with an existing single-family residence on 0.5 of an acre in a rural estates residential zone, east of Gilespie Street, north of Rush Avenue.
      Approved variances to reduce setbacks and increase accessory building height for an addition to an existing accessory building in conjunction with a single-family residence on 0.8 of an acre in a rural estates residential zone on the north side of Quail Avenue, west of Sandhill Road at 5769 Hedgehaven Court.
      Approved a variance to increase block wall height for 10 lots in conjunction with a single-family residential subdivision on 1.4 acres in a medium density residential zone, south of Silverado Ranch Boulevard, west of Spencer Street.
      Approval a variance to permit two on-premises signs for a gasoline service station and car wash facility in addition to existing signs at this facility and tenant panel signs for a shopping center on a part of 1.3 acres in a general commercial zone on the northeast corner of Maryland Parkway and Flamingo Road.
      At its June 3 meeting, the Clark County Planning Commission:
      Approved a holdover design review for an addition to an existing shopping center on 13.7 acres in a general commercial zone on the east side of Maryland Parkway, south of Katie Avenue.
      Approved use permit for outdoor dining in conjunction with an existing restaurant in a shopping center on 2.4 acres in a general commercial zone on the north side of Tropicana Avenue and the west side of Topaz Street. The commission also approved variances to reduce a setback and landscape buffer.Zoning definitions
      Density: The number of residential dwelling units in a specific area.
      Easement: A right of use of private property.
      Frontage: All the property fronting one side of a street between an intercepting or intersecting street, or between a street and right of way, waterway, end of street or city boundary.
      Lot: A parcel of land or a space within an approved mobile home park or recreational vehicle park occupied by one or more buildings.
      Open space: Land areas that can't be occupied by any surface design or traffic, except recreational buildings and structures as provided.
      Planned development unit: Two or more principal buildings planned as an integrated unit under single ownership or control.
      Right of way: Property owned and maintained by Clark County.
      Single-family dwelling: Any detached building containing only one dwelling unit.
      Use: The purpose for which land or a building may be occupied, maintained, designed or intended.
