Complex gets fifth extension

      The Clark County Commission during the Sept. 22 meeting recommended to approve a zone change fifth extension of time to reclassify 40.0 acres from rural estates residential zone to office and professional zone for general care hospital, medical services and medical complex on the south side of Hacienda Avenue and the east side of Rainbow Boulevard.
      The commission also approved a use permit to commence a 100-bed, 106,500-square-foot general care hospital, medical services and medical office complex as well as variances to permit the hospital and medical office to be four stories and 50 feet in height where two stories and 35 feet is permitted and a waiver to permit 50 foot wide driveways (curb-cuts) where 32 feet wide is the standard.
      In other business the County Commission also:
      Recommended to approve a vacate and abandon right-of-way being a portion of Schuster Street and easements of interest to Clark County located between Valley View Boulevard and Wynn Road and between Diablo Drive and Dewey Drive in a rural estates residential zone.
      Held until the Oct. 20 meeting a waiver of conditions of a zone change request requiring the dedication of El Camino Avenue on 5.0 acres in an office and professional zone on the southeast corner of Warm Springs Road and El Camino Avenue.
      Recommended to approve a major project for a concept plan for a mixed-use comprehensive planned community and identification of related issues of concern to Clark County and the applicant on approximately 643 acres in a rural estates residential zone between Rainbow Boulevard and Buffalo Drive, and between Warm Springs Road and Windmill Lane.
      The Clark County Planning Commission during the Sept. 21 meeting:
      Withdrew a variance first extension of time to commence a 6-foot wall plus a 5-foot retaining wall for an overall height of 11 feet where an overall height of 9 feet (6 foot wall plus 3 foot retaining wall) is permitted on 46.3 acres in a medium density residential zone, south of Warm Springs Road and west of Durango Drive within the Rhodes Ranch Master Planned Community.
      Held until the Oct. 5 meeting holdover vacate and abandon public right-of-way being a portion of Hacienda Avenue located between El Capitan Way and Durango Drive in a rural residential estates zone.
      Held until the Oct. 5 meeting holdover vacate and abandon easements of interest to Clark County located between Hacienda Avenue and Tropicana Avenue and between Seelinger Street and Durango Drive in a rural estates residential zone.
      Approved holdover variances to permit a rear access gate, a two-story accessory building, an accessory building prior to the construction of a single family residence and a kitchen within an accessory building on 0.5 acres in a rural estates residential zone on the south side of Tara Avenue, east of Duneville Street.
      Held until Oct. 19 meeting variance for an additional freestanding sign where one freestanding sign is allowed per street frontage on 0.6 acres in a general commercial zone on the south side of Sahara Avenue, east of Cimarron Road.
      Approved variances to reduce front setbacks and reduce rear setbacks for single-family residences within a gated single-family residential subdivision, Foothills Estates, on 24.1 acres in a medium density residential zone, south of Katie Avenue and east of Grand Canyon Drive.
      Approved a variance to reduce front setbacks for single family residences within a portion of a gated residential subdivision on 24.1 acres in a medium density residential zone on the southwest corner of Grand Canyon Drive and Katie Avenue.
      Withdrew a variance to reduce the required lot depths within a subdivision on 35.0 acres in an medium density residential zone on the north side of Hacienda Avenue, east of Hualapai Way.
      Recommended to approve vacate and abandon easements of interest to Clark County located between Hualapai Avenue (alignment) and Conquistador Street and between Hacienda Avenue and Tropicana Avenue in an medium density residential zone. This item will go before the Board of County Commissioners at the Oct. 6 meeting for final action.
      Withdrew a waiver to allow an overlength cul-de-sac in conjunction with a residential subdivision on 15.0 acres in a medium density residential zone on the north side of Hacienda Avenue and, east of Hualapai Way.
      Held until the Oct. 5 meeting a tentative map and extension of time consisting of 221 single-family residential lots on 35.0 acres in a medium density residential zone on the north side of Hacienda Avenue, east of Hualapai Avenue.
      Approved a variance for an additional freestanding sign where one freestanding sign is allowed per street frontage on 1.5 acres in a local business) zone on the north side of Spring Mountain Road and the west side of Durango Drive.
      Approved a variance for a temporary canopy for an automobile detailing operation in conjunction with an existing car wash on 0.3 acres in a general commercial zone on the south side of Flamingo Road, east of Jones Boulevard.
      The following items went before the Board of County Commissioners for final action on Oct. 6:
      Recommended to approve vacate and abandon easements of interest to Clark County located between Starr Avenue and Barbara Lane and between Lindell Road and Jones Boulevard in a rural estates residential and public facility zone adjacent to the Southern Highlands Planned Community.
      Recommended to approve vacate and abandon easements of interest to Clark County located between Reno Avenue and Ali Baba Lane, and between Tee Pee Lane and Grand Canyon Way in a medium density residential zone.
      Recommended to approve a vacate and abandon easement of interest to Clark County located between Wagon Trail Avenue and Sunset Road, and between Arville Street alignment and Rogers Street in a designed manufacturing zone.
      Recommended to approve vacate and abandon easements of interest to Clark County located between Jones Boulevard and Lindell Road, and between Erie Avenue and Starr Avenue in a rural estates residential zone, medium density residential zone and planned community overlay district zone in and adjacent to the Southern Highlands Master Planned Community.
      The Clark County Planning Commission during the Sept. 23 meeting:
      Approved a tentative map and extension of time consisting of 228 single-family residential lots and 13 common element lots on 62 acres in an medium density residential planned community overlay district zone within the Southern Highlands Master Planned Community on the south side of Cactus Avenue, west of Valley View Boulevard.
      Approved a tentative map and extension of time consisting of 31 single-family residential lots on 5.3 acres in an medium density residential zone on the south side of Reno Avenue and the west side of Tee Pee Lane.
      Approved a waiver to allow overlength cul-de-sac in conjunction with a residential subdivision on 5.0 acres in a medium density residential zone on the south side of Reno Avenue and the west side of Tee Pee Lane.
      Approved a tentative map and extension of time consisting of 27 single-family residential lots on 5.0 acres in a medium density residential zone on the northwest corner of Reno Avenue and Grand Canyon Drive.
      Approved a design review for an approximate 3,010-square-foot restaurant on a 0.8 acre portion of 4.3 acres in a general commercial zone on the west side of Rainbow Boulevard, north of Dewey Drive.
      Approved a design review for an 18-foot-wide and 13.5-foot-high awning installation in conjunction with an existing office/showroom for automobile sales on 0.5 acres in a local business zone on the southeast corner of Sahara Avenue and Bronco Street.
      Approved a design review for a 15,140-square-foot retail building on a portion of 7.4 acres in a light manufacturing zone on the east side of Decatur Boulevard and the north side of Russell Road.
      Approved a design review for a 9,500-square-foot shopping center on 0.9 acres in a general commercial zone on the south side of Flamingo Road, west of Decatur Boulevard.
      Approved a design review for a 8,700-square-foot retail building on 3.9 acres in a general commercial zone on the south side of Desert Inn Road and the west side of Durango Drive.
      Approved a holdover waiver to permit a cul-de-sac length of 600 feet where a maximum of 500 feet is the standard in conjunction with a proposed single-family subdivision on 5.0 acres in a medium density residential zone on the south side of Bell Drive, west of Grand Canyon Way.
      Approved a use permit for a gravel pit in conjunction with a major project on approximately 22.8 acres in a medium density residential planned community overlay district zone within the Summerlin Master Planned Community on the southwest corner of Hualapai Way and Hacienda Avenue.
      Approved a design review to construct an approximate 80,000-square-foot mini-warehouse on 5.0 acres in a general commercial zone on the south side of Flamingo Road, east of Fort Apache Road.
      Held until the Oct. 21 meeting a zone change to reclassify 4.0 acres from a rural estates residential zone to designed manufacturing zone for two office/warehouse buildings with a total of 43,900 square feet on the south side of Sunset Road, west of Buffalo Drive.
      Held until the Oct. 21 meeting a zone change to reclassify 5.0 acres from a rural estates residential zone to a designed manufacturing zone for a 5,000 square foot restaurant building and three office/warehouse buildings with a total of 32,950 square feet on the south side of Sunset Road, west of Buffalo Drive.
      Approved a use permit for a concrete batch plant on 8.7 acres in an industrial-without dwelling zone on the southeast corner of Spring Mountain Road and Whidbey Road. The commission also approved variances for a temporary modular building and to waive on-site paving.Zoning definitions

      Accessory building: A detached subordinate building clearly incidental to and located on the same lot as the main building.
      Density: The number of residential dwelling units in a specific area.
      Easement: A right of use of private property.
      Freestanding sign: Any sign supported by one or more columns, uprights or braces.
      Frontage: All the property fronting one side of a street between an intercepting or intersecting street, or between a street and right of way, waterway, end of street or city boundary.
      Lot: A parcel of land or a space within an approved mobile home park or recreational vehicle park occupied by one or more buildings.
      Nonconforming use: Land lawfully occupied by a building or land use that does not conform with zoning regulations.
      Open space: Land areas that can't be occupied by any surface design or traffic, except recreational buildings and structures as provided.
      Planned development unit: Two or more principal buildings planned as an integrated unit under single ownership or control.
      Right of way: Property owned and maintained by Clark County.
      Single-family dwelling: Any detached building containing only one dwelling unit.
      Special district: Contains a limited resort and apartment zone, a general highway frontage zone, a mobile home park zone, a recreational vehicle park zone or a public facility zone.
      Use: The purpose for which land or a building may be occupied, maintained, designed or intended.
