SOUTHEAST ZONING



At its Oct. 17 meeting, the Clark County Planning Commission voted to:

* Approve the use permit second extension of time to review a massage therapy establishment within an existing commercial building on 1.7 acres in a C-2 general commercial zone on the south side of Spring Mountain Road, 200 feet east of Arville Street.

* Approve the variance first extension of time to review an automobile repair, paint and auto body shop in conjunction with an existing automobile dealership on 4.9 acres in a general highway frontage zone on the southwest corner of Glen Avenue and Boulder Highway.

* Approve the waiver of development standards first extension of time to commence parking lot landscaping; design review for an office warehouse building on an approximate 1.5-acre portion of a 3.5-acre site in a light manufacturing zone on the east side of Rogers Street, 400 feet south of Reno Avenue.

* Approve the tentative map consisting of seven single-family residential lots on 3.8 acres in a rural estate residential zone on the north side of Robindale Road and the west side of Battista Lane.

* Approve the tentative map for a commercial subdivision on 8.7 acres in a limited resort and apartment zone on the northwest corner of Las Vegas Boulevard South and Harmon Avenue.

* Approve the use permits for the following: a banquet facility on less than 2 acres; and live entertainment in conjunction with a proposed banquet facility on 0.2 acres in a general commercial zone on the south side of Sahara Avenue, 840 feet east of State Street.

* Approve the use permit for a place of worship on a portion of 7.6 acres in a multiple-family residential zone on the south side of Desert Inn Road, 170 feet east of Mojave Road.

* Approve to holdover vacate and abandon a portion of right-of-way being Mesa Verde Lane between Bermuda Road and Amigo Street in a single-family residential zone.

* Approve the amended holdover vacate and abandon easements of interest to Clark County between Windmill Lane and Santoli Avenue and between Bermuda Road and Amigo Street, and a portion of right-of-way being Battista Lane between Windmill Lane and Samoli Avenue in a rural estates residential zone and a local business zone.

* Approve to vacate and abandon portions of rights-of-way being Tropicana Avenue and Las Vegas Boulevard South between Reno Avenue and Harmon Avenue, and between Frank Sinatra Drive and Koval Lane in a limited resort and apartment zone.

* Approve to vacate and abandon portions of rights-of-way being Maryland Parkway, Lulu and Toni avenues, Turner and Young streets, and five public alleys referred to as alleys A, B, C, D and E between Maryland Parkway and Wilbur Street and between Tropicana and Reno avenues in a multiple-family residential, high-density zone.

* Approve the use permit for a planned unit development; waivers of development standards for the following: increased wall height, and street intersection off-set; design review for a multi-family residential complex on 20.2 acres in a multiple-family residential, high-density zone on the west side of Maryland Parkway, 630 feet south of Tropicana Avenue.

* Approve the waiver of conditions of a tentative map requiring the applicant to keep flexibility in the design of the project to accommodate a 50-foot wide right-of-way for a public people mover system in a north/south general direction along the property's east property line if the Regional Transportation Commission ultimately deems such a feature to be the best solution for congestion in the resort corridor on 63.3 acres in a limited resort and apartment zone on the west side of Las Vegas Boulevard South, the east side of Industrial Road, and the north side of Stardust Road.

* Approve the use permits for the following: a 9,850,000-square-foot resort hotel/casino consisting of up to 57 story towers and a total of 4,280 hotel rooms; up to 1,000 resort condominium units, public areas including the casino, showrooms, live entertainment, shopping center, indoor and outdoor dining, entertainment, offices, convention, garden and recreational, back-of-house, and parking structures, increase the height of the high-rise towers, kitchens within the rooms, associated accessory and incidental commercial uses, buildings, and structures, and deviations from development standards; deviations for the following: reduce on-site parking requirements, reduce the height setback ratio adjacent to an arterial street (Las Vegas Boulevard South), reduce the number of loading areas, reduce the size of parking spaces (valet/tandem parking spaces only), encroachment into airspace, and all other deviations as shown per plans on file; design reviews for the following: a resort hotel/casino and all associated and accessory uses, hotel and resort hotel condominium towers and associated low-rise and mid-rise buildings and structures, low-rise and mid-rise buildings including retail, recreation, public and back of house areas, water features, and all other accessory and incidental buildings and structures on 63.5 acres in a limited resort and apartment zone on the north side of Echelon Resort Drive.

* Approve the waiver of development standards for alternative fence standards on a portion of 14.3 acres in a local business zone and office and professional zone on the east side of Maryland Parkway and the north side of Pebble Road.

* Deny the holdover use permit for reduced separation for a check cashing facility in conjunction with an existiing grocery store on 2.4 acres in a general commercial zone on the north side of Tropicana Avenue and the west side of Topaz Street.

* Approve the use permit for office buildings; waivers of development standards for the following: landscaping requirements, and eliminate the required trach enclosure; design review for four office buildings on 21 acres in a limited resort and apartment zone on the east side of Las Vegas Boulevard South and the north side of Riviera Boulevard.

* Approve the holdover zone change to reclassify 10.1 acres from apartment residential and limited resort and apartment zone to urban village, mixed-use zone.

At its Oct. 18 meeting, the Clark County Planning Commission voted to:

* Approve the holdover use permits second extension of time to review the following: a personal services business in a residence, and customers to a residents in conjunction with an existing single-family residence on 0.3 acres in a single-family residential zone on the south side of Edison Avenue, 450 feet west of El Camino Real.

* Approve the use permit first extension of time to commence an increase in building height; waivers of development standards for the following: reduce setbacks, and reduce parking; design review for a hotel with kitchens and ancillary accessory uses on 0.7 acres in a limited resort and apartment zone on the west side of Paradise Road, 450 feet south of Riviera Boulevard.

* Approve the use permit first extension of time to review a temporary modular building; design reviews for the following: a temporary building, and a freestanding sign in conjunction with an approved timeshare project on 12.8 acres in a limited resort and apartment zone on the northwest corner of Las Vegas Boulevard South and Fashion Show Drive; use permits for the following: additions and revisions to include a pedestrian bridge, pedestrian entrances, restaurants, a nightclub and lounge to an existing resort hotel, and deviations to development standards; deviations for the following: reduce on-site parking, reduce the height/setback ratio adjacent to an arterial street (Las Vegas Boulevard South), and all other deviations shown per plans on file; waiver of development standards for nonstandard improvements (decorative barricades, lampposts, etc.) within the right-of-way (Las Vegas Boulevard South); design review for additions and revisions to include a pedestrian bridge, pedestrian entrances, restaurants, a nightclub and lounge to an existing resort hotel (Paris and Ballys) on 55 acres in a limited resort and apartment zone on the east side of Las Vegas Boulevard South and the south side of Flamingo Road.

* Approve the use permit for a childcare facility; waiver of development standards to reduce parking; design review for a childcare facility on 1 acre in a office and professional zone on the north side of Russell Road, 415 feet east of Eastern Avenue.

* Approve the holdover zone change to reclassify 8.5 acres from a single-family residential zone and a medium-density residential zone to a multiple-family residential zone for a senior housing development; use permit for a senior housing development; waivers of development standards for the following: permit alternative landscape buffers, reduce setbacks, reduce the special setback for residential development adjacent to a freeway, reduce the setback required adjacent to any right-of-way, reduce the trash enclose setback, reduce parking, and reduce entry gate setback from right-of-way; design review for a senior housing development on the north side of Tropicana Avenue and the west side of Interstate Highway 95 also being the Lamb Boulevard alignment.

* Approve the holdover zone change to reclassify 0.5 acres from suburban estates residential zone to office and professional zone for a professional office use real estate/mortgage office; waivers of development standards for the following: reduce parking, permit a nonstandard commercial driveway apron, reduce the width of a two-way driveway aisle, permit alternative landscaping, permit modified trash enclosure standards, reduce the front setback, reduce the setback required from any right-of-way, and permit automobile backing into a right-of-way.
