COUNCIL ACCEPTS ANNUAL AUDIT AMID REPORTS OF PROBLEMS
The City Council Jan. 8 accepted its annual audit for the preceding fiscal year, but not before auditor Annette Carro of Stewart, Archibald & Barney LLP read off a litany of findings labeled as significant deficiencies she and her fellow auditors discovered while looking over the city's books.
They found a significant deficiency in internal control over a federal program, which involved allowing people with access to the general ledger to also participate in the cash disbursement process.
They also noted a dozen findings related to a variety of day-to-day accounting practices equally involving the two golf courses, the Municipal Court and operations inside City Hall.
Although none of these jeopardize the city's solvency, the auditors did say that "based on a material weakness in internal control finding in the year ended June 30, 2006, the city of Boulder City was determined to be a high-risk auditee..."
According to the audit, formally known as the Comprehensive Annual Financial Report, the city has responded to all findings and has started implementing the recommendations of the auditors.
