The cars circling the parking lot of Henderson City Hall before the year's first City Council meeting on Jan. 8 was only an indication of what was going on inside. Hundreds of residents were seated in the council chambers and a nearby conference room where they could listen to the proceedings.

The church had two appeals to the Henderson Planning Commission's recommendations, a public hearing and a new business item on the agenda.
